The checker that skipped most checks
Framer wraps each page in a box browsers report as hidden, so my checker quietly skipped real templates.

My checker asked the browser which elements were visible before checking them. On Framer sites, almost everything said no.
Framer wraps each page in a box with display: contents, and the browser reports those boxes as hidden. So most checks never ran on real templates, and test pages never showed it.
The fix was one line. Finding it took a template that reported "no H1" when it clearly had one.
